Skype operátorem? Brusel zpřísní regule online komunikace

Evropská komise tento týden představí nový regulační balíček, který má upravit pravidla pro provozovatele online komunikačních služeb. Pravidla je přiblíží telekomunikačním operátorům.

Internetové služby, jako jsou Microsoft Messenger, Skype a Facebook WhatsApp, často působí jako náhrada tradičních hlasových a SMS služeb. Daří se jim také proto, že nepodléhají legislativní regulaci, která stanovuje pravidla pro podnikání konkurenčních služeb ve vlastnictví telekomunikačních firem.

Právě to hodlá tento týden změnit Evropská komise. Pro online hráče připravuje balíček změn, které je přinutí dodržovat pravidla dopadající na podnikání v telekomunikačním byznyse.

Jak dříve informoval deník Financial Times, hlavní změny se budou týkat bezpečnosti. Nová pravidla zavážou firmy k důvěrnějšímu nakládání s údaji, které během telefonovaní po internetu od uživatelů získávají.

Brusel už v květnu avizoval, že hodlá vytvořit rovné podmínky mezi generacemi poskytovatelů komunikačních služeb a dokument o změnách připravit do konce července. Formální představení je navrženo na září. Jaké změny je zasáhnou, se firmy dozvědí tento týden. Brusel má představit vylepšení takzvané Směrnice o soukromí a elektronických komunikacích.

Nové náklady

Novinka se má dotknout i formulářů, které online služby používají. Nově by třeba nemělo být možné, aby online aplikace bez souhlasu zkoumala polohu uživatele. Nová pravidla Evropská komise zdůvodňuje paradoxně deregulací. Zrovnoprávněním telekomunikačních operátorů a online služeb chce totiž zaručit férovou soutěž firem a zvýšenou aktivitu v inovacích.

Návrh zákonných úprav cílí na všechny aplikace, přes které je možné vytočit telefonní číslo. Zasáhne tak nejen mobilní aplikace, ale také IP telefonování. Bezpečnostní pravidla znamenají pro hráče na trhu také nové náklady. Za používání bezpečnostních certifikátů totiž telekomunikační firmy platí. Nová pravidla zamezí i některým marketingovým aktivitám, které jsou závislé na získávání uživatelských informací.

Po přijetí nové směrnice bude následovat jednání s členskými státy. Ty ji budou zavádět postupně. Dodržení směrnice zatím slibuje také Velká Británie, která bude pravidla přijímat souběžně s procesem vystoupení z Evropské unie.
